World Business Council is currently sourcing and evaluating data center investment and acquisition opportunities across Central and Eastern Europe on behalf of institutional capital partners with an active interest in digital infrastructure.

We are interested in operating assets, ready-to-build projects, advanced development opportunities, expansion platforms and selected greenfield projects where the critical development risks have already been substantially addressed.

Investment structures may include majority or minority equity investment, acquisition, joint venture, development capital, preferred equity or structured capital, depending on the stage and risk profile of the opportunity.

Preferred Investment Profile

We are particularly interested in opportunities demonstrating the following characteristics:

  • Geography: Poland, Czech Republic, Slovakia, Hungary, Romania, the Baltics and other established or emerging CEE digital infrastructure markets.
  • Power: Secured or contractually advanced grid connection with clearly documented capacity, connection point, voltage level and energisation timetable. Preference is given to projects with firm power availability and additional expansion capacity.
  • Scale: Institutional-scale projects, preferably with an initial development capable of supporting approximately 10–20 MW or more of IT capacity and a credible pathway toward 50 MW+ campus capacity. Larger hyperscale and multi-phase opportunities are of particular interest.
  • Land: Freehold ownership, long-term secured control or equivalent enforceable rights over the project land, with clean title and sufficient area for planned development and future expansion.
  • Planning & Zoning: Confirmed zoning permitting data center use, with limited planning risk.
  • Permitting: Building permit issued or at an advanced stage, together with relevant environmental, water, noise, emissions and infrastructure approvals. Ready-to-build opportunities receive priority.
  • Anchor Customers / Offtake: Existing contracted customers, signed leases, capacity reservations, take-or-pay agreements or advanced negotiations with credible tenants are strongly preferred.
  • Customer Quality: Preference for investment-grade hyperscalers, cloud providers, telecom operators, financial institutions, governments, multinational corporations and established enterprise customers.
  • Lease Profile: Long-duration contractual revenues, preferably 10–15+ year agreements, with clearly defined capacity commitments, escalation mechanisms and energy-cost pass-through provisions.
  • Energy Economics: Transparent electricity sourcing strategy, visibility on all-in energy cost, contractual power pass-through arrangements and, where applicable, renewable-energy sourcing or PPA strategy.
  • Technical Design: Modern redundant infrastructure, preferably Tier III-equivalent or higher design standards, competitive PUE, resilient power and cooling architecture, multiple independent fibre routes and appropriate physical and cybersecurity standards.
  • AI / HPC Readiness: Projects capable of supporting higher-density computing, liquid cooling or future AI/HPC requirements are particularly attractive.
  • Operator: Experienced data center operator or clearly identified operating partner with demonstrated technical and commercial capability.
  • CAPEX: Detailed and independently supportable construction budget, including grid infrastructure, substation, transformers, backup power, cooling, professional fees, commissioning, contingency and financing requirements.
  • Construction: Reputable EPC/general contractor, clear procurement strategy and visibility over long-lead equipment such as transformers, switchgear, UPS systems, generators and cooling equipment.
  • Independent Due Diligence: Preference for opportunities that have undergone, or are prepared to undergo, independent technical, commercial, financial, legal, tax and environmental due diligence by recognized international advisers.
  • Connectivity: Multiple carrier options and physically diverse fibre routes, with verified latency and connectivity to major regional digital infrastructure hubs.
  • Expansion Potential: Additional secured land and/or power capacity allowing a successful first phase to develop into a larger digital infrastructure campus is highly attractive.
  • Financial Profile: Institutional-quality financial model showing base, downside and upside scenarios, detailed development CAPEX/OPEX, power assumptions, PUE, occupancy ramp-up, financing assumptions and return sensitivities.
  • Corporate Structure: Transparent SPV ownership, clean cap table, identifiable beneficial ownership and no undisclosed liens, litigation, shareholder disputes or material encumbrances.

Investment Stage

We will consider opportunities across several stages:

Operating / Stabilized Assets
Existing operating data centers with contracted revenues and identifiable expansion opportunities.

Under Construction / Development
Projects with secured land, power, permits and preferably anchor customers where additional development capital is required.

Ready-to-Build
Projects where land, grid connection and major permits are substantially secured and construction can commence following financing.

Strategic Platforms
Existing operators or development platforms with multiple data center sites, a pipeline of secured power and land, and the ability to build a significant regional CEE platform.

Large-Scale Campus Opportunities
Sites capable of developing 50 MW, 100 MW or substantially greater capacity through phased investment are of particular interest.

  • tenant/offtake status;
  • CAPEX invested and remaining CAPEX;
  • technical configuration and target PUE;
  • funding requirement;
  • project valuation or transaction expectations;
  • operating partner;
  • expected development schedule; and
  • available independent due diligence reports.

Following an initial review, qualifying opportunities may be invited to provide access to a secure data room and proceed to detailed investment assessment.
