You must have a valid travel document.
You should be able to show your intent to stay permanently in Uruguay.
Your pension document should show a monthly income of minimum US$1,500.
You should have no criminal record and provide a clean police report latest
to 6 months.
You should pass the health test and obtain the health card of Uruguay.
Documents:
Birth certificate: It must be apostilled/legalised in your country of birth.
Marriage certificate: It must be apostilled/legalised in the country where
the marriage took place.
Criminal records: Before you arrive, apply for certificates from the police
in your country of birth and any other country where you’ve lived for the
last five years which establish that you have no prior criminal record.
These also have to be apostilled/legalized.
Income: You’ll need to show evidence of a minimum monthly income of
US$1,500 as your retirement pension and that the income is being paid into
an Uruguayan bank account, the document certified by an Uruguayan public
notary.
Passport: The original document and a photocopy. The Immigration Office
does not keep the original passport, they just compare it with the
photocopy.

Health card (carné de Salud): You also need to have a health examination
conducted in Uruguay. After this appointment, you will get a Carne de Salud
– basically a health card.
All documents are to be translated by an official Uruguayan public
translator. Any other translation won’t be accepted.
