The registration as an individual businessman can be made by any citizen
who has reached the age of majority and is fully capable, if his/her
activities don’t come under special courts restrictions.

The following are banned from registration as individual entrepreneurs:
Citizens with disabilities, including those who abuse alcohol or drugs,
Civil servants or employees of the municipal authorities, Persons with no
official permanent residence in the territory of the Russian Federation,
Citizens who have not attained the age of majority, without the appropriate
permits.
Need to have valid travel document and originals of other applicable
documents.
You must have a business plan at the time of registration.
Documents:
Notarized statement signed by the applicant on the state registration of a
person as an individual entrepreneur (form R21001).
A copy of the document certifying your identity as a foreign citizen or
stateless person. Confirmation of your date and place of birth is required.
A copy of the document confirming your right for part or full-time
residence in the Russian Federation and the complete address of residence.
Documents on payment of a state duty.
The document which determines the presence or absence of a conviction,
and/or the fact of criminal prosecution or of the criminal prosecution
dismissal.
In case where a person registered as an individual entrepreneur, is a
minor, the document confirming the right of the person to conduct business
is needed.
